Two children and nine adults were killed after a Russian missile struck a residential building in Ukrainian city of Sumy, officials said.

Another missile strike on the north-eastern region of the country left the its administrative centre without electricity.

Volodymyr Artyukh, the head of the Sumy military administration, said on Telegram: “Sunday evening for the city of Sumy became hell, a tragedy that Russia brought to our land.”

In total, 89 people, including 11 children, were injured in the latest attack on the city late on Sunday night, according to Ukraine’s state emergency service via Telegram.

This comes as part of a wave of aggression from Russia, attacking the Ukrainian power grid in what Kyiv branded a “massive” attack. It is claimed that the Kremlin launched 120 missiles and 90 drones in the bombardment, killing at least seven people.

The strike comes after US President Joe Biden gave Kyiv the go-ahead to use American-made long-range missiles on Russian targets on Sunday.

President Biden had previously refused to lift the ban on Ukraine using ATACMS on targets outside of its borders.

Responding to the news, the Ukrainian president said that “such things are not announced, missiles speak for themselves”.

Former Chair of the UK Defence Select Committee Tobias Ellwood told Express.co.uk that the White House’s decision to give the go-ahead to Ukraine is “very late in the day”, adding that now the “UK, France and Germany must follow suit”.

Up until now, Britain has been trying to get the US to agree to allow Ukraine to use long-range missiles. In September, Keir Starmer visited Washington to try and persuade President Biden to lift the ban.

Now, the PM has said the West needs “to double down” on its support of Ukraine.

Speaking to journalists en route to the G20 summit in Brazil, the Prime Minister said: “We are coming up to the 1,000th day of this conflict on Tuesday.

“That’s 1,000 days of Russian aggression, 1,000 days of huge impact and sacrifice in relation to the Ukrainian people and recently we’ve seen the addition of North Korean troops working with Russians which does have serious implications.

“I think on one hand it shows the desperation of Russia, but it’s got serious implications for European security […] and for Indo-Pacific security and that’s why I think we need to double down on shoring up our support for Ukraine and that’s top of my agenda for the G20.”
