Ex-California parks chief recorded naked lifeguards in locker room

A former California State Parks superintendent has been charged with secretly recording dozens of naked lifeguards and other employees inside a locker room in Huntington Beach.

Kevin Pearsall, 59, of Long Beach, is accused of using hidden cameras to capture audio and video of workers undressing inside an employee locker room at at Bolsa Chica State Beach.

He is accused of taking and sharing intimate images of over men over an 11-month period and then sharing some of them with other men, prosecutors said Wednesday.

“Instead of protecting his employees, Pearsall used his position to spy on the men who worked for him while they were in the place where they should have been the safest and then share those intimate images of his victims,” Orange County District Attorney Todd Spitzer said in a statement.

“These victims had their privacy violated in such a disgusting way, and we will do everything we can to ensure they receive the justice they deserve.”

Prosecutors allege the hidden cameras recorded both audio and video inside the employee locker room at the Bolsa Chica State Beach Lifeguard Headquarters from August 2024 through July 2025.

Authorities identified 23 men whose “genitals or buttocks” were captured on video without their knowledge or consent, according to the California Highway Patrol who investigated the case.

Pearsall has been charged with five felony counts of eavesdropping, 23 misdemeanor counts of secretly filming another person and three misdemeanor counts of unlawfully distributing private recordings.

If convicted on all charges, he faces up to 18 years and eight months in county jail.
