Ed Miliband’s grand vision for a green energy revolution is unravelling before the nation’s eyes. The centrepiece of his Net Zero strategy—an ambitious plan to install 600,000 heat pumps in British homes every year by 2028—is now set to be scrapped, as industry sources reveal the government is preparing to ditch the target entirely. This looming collapse is not an accident but a direct result of policies driven by globalist ideology, not economic sense. The consequences for Britain’s prosperity, energy security, and national identity are severe and growing.
The previous government’s 2021 pledge to install 600,000 heat pumps annually by 2028 was always a stretch. Since Labour took power, official communications about the deadline have disappeared, and the party’s 2024 manifesto made no mention of installation targets. Now, with the Department for Energy Security and Net Zero (DESNZ) facing budget cuts, the flagship Boiler Upgrade Scheme—which offers homeowners up to £7,500 to install ground or air source heat pumps—is also under threat. Funding is expected to expire in 2028, with no guarantee of renewal.
Industry insiders are blunt about the situation. “The conversations I have been involved in suggest they’re planning to get rid of the 2028 deadline, and it’s not in any of their PR,” one source told The Telegraph. “Because the budget is limited and this government isn’t the best with finances, the Warm Homes Plan will also get shrunk.”
The reality is stark: the UK installed just 65,600 heat pumps in the year to April, according to MCS Certified, the trade standards body. To meet the original 2028 target, installations would need to increase ninefold within the next three years—an impossible feat given current trends and funding constraints.
The heat pump debacle is a microcosm of the wider Net Zero agenda. The policy was never rooted in economic reality. Instead, it was imposed from above by globalist elites, who have used Net Zero—like open borders before it—as a tool to erode Britain’s prosperity and sense of national identity.
The public has not been fooled. The high cost of green technology has deterred homeowners from switching from gas. Critics argue that forcing people to adopt products they do not want is both unfair and counterproductive. Mike Foster of the Energy and Utilities Alliance said: “The 600,000 heat pumps installed a year by 2028 was a Boris Johnson target, drafted on the back of a fag packet, which industry always thought was unrealistic. Scrapping that figure is plain common sense.”
Meanwhile, the government is doubling down on punitive measures. The controversial “boiler tax” is being resurrected, with proposals to raise heat pump targets for manufacturers to as much as 10% of boiler sales. This could see penalties of up to £500 for each heat pump a manufacturer fails to sell below the government-mandated target. Experts warn that the typical cost of a gas boiler could surge by £40 as a result. Despite these measures, demand for heat pumps remains stagnant, with monthly installations fluctuating between 4,000 and 5,000 over the past year.

The consequences of ideologically driven Net Zero policies are already being felt across the economy.
Jobs Massacre: The UK offshore energy workforce faces a bloodbath. Robert Gordon University (RGU) projects up to 58,000 oil and gas jobs lost by 2030—equivalent to 400 jobs vanishing every two weeks. The renewables sector, despite the hype, will create only 29,000 new roles by 2030, leaving a net loss of 29,000 skilled positions. In Scotland alone, offshore jobs could plummet from 75,000 to 45,000 by the 2030s.
Energy Poverty: Household bills remain crippling. The 2025 energy price cap hike pushed average annual costs to £1,720, while small businesses face electricity bills averaging £2,889—a 72.3% increase since 2012. Fuel poverty is a growing crisis, with six million households in England projected to have been in fuel poverty during winter 2024–25. Despite government commitments, the Committee on Fuel Poverty found that levels of fuel poverty have not fallen to any meaningful extent in five years.
Foreign Dependence: Net Zero is stripping Britain of its energy autonomy, replacing reliable North Sea oil and gas with intermittent renewables dependent on foreign supply chains. UK content in renewable projects sits at just 25%, with critical components like turbines and cables imported from China and the EU. These wild levels of outsourcing undermines energy security, leaving Britain vulnerable to geopolitical shocks.
The offshore wind sector requires £350 billion in investment by 2035 to avoid collapse. Yet hostile tax policies and regulatory chaos have driven oil giants like Shell and BP to divest from the North Sea, taking jobs and revenue with them. Post-Brexit Britain, already adrift in a fragmented global economy, faces further isolation. The EU’s “Green Deal” prioritises intra-bloc energy trade, while the UK’s interconnector capacity—vital for balancing renewables—lags behind, risking blackouts and price spikes.
Just as open borders were used to flood Britain with unchecked immigration, suppress wages, and fracture communities, the Net Zero agenda is now being wielded as a weapon to strip the country of its economic resilience and cultural cohesion. Both are globalist experiments in managed decline, imposed from above by elites who care little for the lives and livelihoods of ordinary Britons.
It’s no surprise the government’s “independent” globalist climate advisers have called for even more drastic measures, such as ensuring that half of all homes have a heat pump by 2040 and that four in five cars are electric.
Yet, with current policies failing to deliver even modest targets, these ambitions seem increasingly detached from reality.
Fuel poverty is not just a statistic—it is a human tragedy.
Six million households in England were projected to be in fuel poverty during the winter of 2024–25. The government’s own advisors warn that current policies will fail to meet statutory fuel poverty targets for 2030. Maya Fitchett, Policy Analyst at National Energy Action, notes that details set out in the Warm Homes Plan so far would not keep the government on track to meet its statutory fuel poverty target for 2030.
The National Energy System Operator warns that improved home insulation could reduce home electricity demand for heat by 11% and create 2.5 TWh of annual electricity demand savings by 2030, but this would require insulation to be rolled out at around twice the pace of current ambitions.
The collapse of Miliband’s heat pump plans is a warning: when policy is driven by ideology rather than economic reality, the result is always the same—failure.
The wheels are coming off the Net Zero crusade, and it is time for Britain to reject the globalist agenda and reclaim its prosperity and sense of national identity before it is too late.
Britain deserves an energy policy that prioritises jobs, affordability, and self-reliance—not a suicidal pact with ideologues. The lesson of open borders must be learned and applied to the Net Zero debacle.
