
Nearly two years after an illegal immigrant almost took her life, California seven-year-old Dalilah Coleman and her parents met with US Secretary of Homeland Security Markwayne Mullin at the Department of Homeland Security (DHS) headquarters as they got an update on a push to pass a law named in her honor.
Mullin spoke to her father, Marcus, about the significance of passing Dalilah’s Law, which would prohibit any state from granting a Commercial Driver’s License to an undocumented person.
On June 20, 2024, Partap Singh — an undocumented man from India, who had been given a commercial driver’s license by the state despite his immigration status — was speeding through a construction zone and failed to stop his truck for traffic, leading to the horrifying crash, according to DHS.
Singh entered the country illegally through the southern border in October 2022 but was released by the Biden administration. He was rearrested by ICE in August 2025 to face deportation proceedings.
Dalilah, who was 5 years old at the time of the crash, spent three weeks in a coma and required six months of hospital treatment, which included a craniectomy, before her family could bring her home, leaving her without half her skull for four months, DHS said, citing Coleman.
Following the incident, she has “been diagnosed with diplegic cerebral palsy, global developmental delay, and will need life-long therapy,” DHS further wrote.
The Trump Administration has also advocated for the passing of the Dalilah Law. During the State of the Union Speech earlier this year, President Donald Trump also urged Congress to act.
During the meeting, Coleman’s father said, “We’re going to go around to all the governors and ask them to sign the Dalilah Standard, and pledge their state to the Dalilah Standard, which will stop illegal immigrants from truck driving and will put harsher laws on trucking.”
Back when Dalilah’s initial accident had occurred, Marcus reached out to Governor Gavin Newsom’s office, but was ignored and “received nothing back at all,” he revealed back in January on Fox News.
“Dalilah is just one of countless victims of illegal alien truck drivers. President Trump is calling on Congress to pass Dalilah’s Law, to make it impossible for illegal aliens to obtain commercial driver’s licenses,” Mullin commented following the meeting.
Singh was arrested on August 29, 2025 and has remained in federal custody.
