NYPD quality-of-life summonses jump 13% under Jessica Tisch

NYPD Commissioner Jessica Tisch’s commitment to cleaning up the Big Apple led to a significant spike in tickets for public drinking, urinating and other quality-of-life violations this year, according to new data.

The NYPD issued 220,802 quality-of-life summonses in the fiscal year ending June 30 — up 13% from 196,102 the year before and more than triple the 67,408 tickets written in fiscal year 2022, according to the Mayor’s Management Report released Thursday.

The figures show that New York’s Finest are putting more might behind the broken-windows-style policing that Tisch has made a core part of her public-safety message.

Tisch and then-Mayor Eric Adams launched the NYPD’s Quality of Life Division in 2025, rolling out specialized teams — dubbed Q-Teams — across all five boroughs to respond to complaints made through 311 and 911.

The Q-Teams focus on low-level violations that make public spaces feel disorderly or unsafe.

Summonses for unreasonable noise increased nearly 16%, from 3,696 in fiscal 2025 to 4,272 in fiscal 2026, the report found.

The NYPD did not take the piss when it came to public urination, with summonses inching up from 10,003 in fiscal 2025 to 10,187 in fiscal 2026.

However, cops put a slight cork in public drinking tickets, with summonses for alcohol consumption dipping by about 3%, from 57,653 to 56,070 — though they remained well above the 18,239 tickets issued in fiscal 2022.

The surge in ticket writing came alongside rising complaints, with NYC 311 receiving 1.74 million service requests in fiscal 2026, up about 6% from 1.64 million the previous year, according to the MMR.

Q-Teams also ramped up their neighborhood presence, attending 2,338 community meetings during the fiscal year — up about 131% from 1,014 meetings in fiscal 2025.
