Add Skylar Phan’s name to the growing list of new faces heading to Ann Arbor.
Michigan has tapped USC’s current director of recruiting strategy to join its football front office, according to multiple reports Tuesday.
Phan, a Texas graduate, aided USC in signing the top-ranked recruiting class of 2026, according to Rivals, which outlined new roles she could fill that “include overseeing all officials and unofficial visits, providing individual recruiting strategies and building relationships with top targets and their families.”
Phan has been making a mark in the recruiting space since her undergraduate days, when she served as a football recruiting and operations assistant for the Longhorns.
In 2022, the same year she earned a Bachelor of Science degree in sports management and a Bachelor of Arts degree in theatre and dance, dance choreography, Phan interned with the Raiders as a football operations assistant, where she helped the team book travel and manage itineraries, according to her USC bio.
Other stops for Phan included the University of Houston from August 2022 to March 2023 as the director of on-campus recruiting, followed by the University of North Texas from March 2023 to August 2023.
The Wolverines ushered in a new era in late 2025 with the hiring of former Utah coach Kyle Whittingham, who replaced the disgraced Sherrone Moore.

Moore was fired in December after carrying on an “inappropriate relationship” with a staffer and was later detained by police for an alleged assault.
The former coach was accused of breaking into the home of his executive assistant, with whom he allegedly had an affair, and threatened to take his own life.
Moore was charged with felony home invasion, stalking and breaking and entering.

In some of his first comments as the Wolverines’ head coach, Whittingham said: “Michigan is synonymous with tradition and excellence — both on the field and beyond — and our entire program is committed to upholding those values while striving for greatness together.”
“My family and I are thrilled to join the University of Michigan community, and we look forward to helping our players grow, develop, and reach their highest potential — on the gridiron, in the classroom, and as leaders. It’s a privilege to be part of something that inspires pride in every Wolverine fan.”
Michigan, which finished the 2025 season at 9-4, has the No. 19 recruiting class for 2027, per Rivals.
