A car drove through a crowd of Liverpool fans shortly after the conclusion of their title parade on Monday night.
Almost 50 people were left injured while 27 were taken to hospital, including two with serious injuries.
Police said a 53-year-old white man from the Merseyside area was arrested. He is thought to have been the driver of the vehicle.
The incident is not being treated as terror-related, the police added.
