Hamas terrorists “may increasingly” pose the same threat in the UK as ISIS and Al-Qaeda jihadists, Keir Starmer has been warned. Robin Simcox, the Commissioner for Countering Extremism until last week, fears the war in Gaza could inspire more extremists to commit atrocities.

And the terror group’s commanders could radicalise Westerners “sympathetic” to the Palestinian cause and exploit differences in the way Hamas is perceived compared to ISIS and Al-Qaeda. Mr Simcox told a Home Affairs Select Committee inquiry into new forms of extremism: “Islamist radicalisation in the UK is most commonly associated with ISIS and al-Qaeda. In years to come, and as the fallout from the war in Gaza increases, that may increasingly begin to include Hamas and its leaders.”

Protests in London have seen activists openly displaying support for Hamas, which is a proscribed terror organisation, despite the horrors of the October 7 attack and their barbaric treatment of hostages. The death cult also weaponises propaganda linked to events in the war in Gaza and calls for Jihad and an uprising against the state of Israel.

This could make their messaging attractive to a wider range of people than that of ISIS or Al-Qaeda, the Sunday Express has been told.

The former head of MI6, Sir John Sawers, has warned the Hamas leadership is so hellbent on violence they could switch to “international terrorism, including here in the UK”.

Former Home Secretary Dame Priti Patel said the Prime Minister was wrong to “embolden” the terror group by vowing to recognise the state of Palestine.

Mr Simcox added: “Foreign policy must be dictated by elected politicians who can take an overall strategic view over the UK’s alliances, not by Islamist groups who harbour resentment towards certain nations.”

Shadow Foreign Secretary Dame Priti Patel said: “Hamas is an Iranian-backed terrorist organisation responsible for unspeakable human suffering, conflict and atrocities.

“I proscribed them as a terrorist organisation in 2021 in their entirety because their actions have a direct impact on our national interests, their extremism and radicalism pose a clear threat to the security of our country, people and our values.

“This Government is wrong to embolden them as we have seen in recent days with their act of political and diplomatic incompetence which only serves to strengthen those who threaten our way of life and our country.

“Events in the Middle East have a direct impact on our national interests from concerns about family members to demonstrations on our streets, threats of extremist terror to the rise in antisemitism.”

She added: “A serious and responsible Government would never compromise on the risks this group poses to our country.”

Mr Simcox also warned of growing links between pro-Palestine activists and environmentalist zealots.

He said: “The ideological fusion of environmentalist causes and the pro-Palestinian movement presents an interesting evolution of far-left activism.

“For example, the Just Stop Oil off-shoot Youth Demand (YD) undertakes direct action and with an explicit focus on Palestinian issues. YD has marched alongside Palestine Action and the two worked together to vandalise the Ministry of Defence.

“Another eco activist group, Extinction Rebellion, previously worked alongside Palestine Action to try and shut down an Israeli arms factory.”

The Board of Deputies of British Jews told the same inquiry: “In the UK, we have seen radical groups mobilised by extreme anti-Zionist ideology, such as Palestine Action, targeting not only property linked to the UK armed forces or defence contractors but property linked to British Jews.

“It is of significant concern to British Jews that the promotion of extremist antisemitic ideology, threatening language and abstract incitement to violence could radicalise individuals and lead to acts of violence against Jews in the UK.”

A CST spokeswoman told the Sunday Express: “Terrorism does not emerge in a vacuum, it is cultivated and sustained by a broader ecosystem of unchecked extremism.

“The unprecedented spike in anti-Jewish hatred since the October 7 attack is deeply alarming and, as we have seen in the attacks in Washington DC and Boulder, Colorado, it is already generating terrorism.

“This latest warning simply confirms what CST has been saying for months and is the reason why there is such strict security in place across the Jewish community.”

Sir Keir on Tuesday said the UK would recognise Palestine before the UN General Assembly in September unless Israel agreed to certain conditions, including taking steps to end the humanitarian crisis in Gaza and committing to a ceasefire.

But heartbroken relatives of hostages held by Hamas warned the Prime Minister he is leaving those still held captive to “rot” in dungeons.

Ayelet Svatitzky, whose mother was held hostage after her two brothers were killed, told Foreign Office diplomats “this is a prize for Hamas for the murder of my two brothers”.

The families on Friday urged Sir Keir to make the recognition of a Palestinian state conditional on the release of the hostages.

In an emotional statement, their lawyers declared after a meeting on Thursday night: “The families held out some hope that the policy could not be as they feared, and that the UK had chosen to impose conditions on recognition, those conditions would also be on Hamas, as otherwise they would essentially be rewarded for continuing to commit war crimes, including hostage taking, and encouraged to continue that path.

“It was on this point that we hoped to obtain clarification.

“It was clear from the meeting that the Government’s policy will not help the hostages and could even hurt them.

“We do not say this lightly, but it was made obvious to us at the meeting that although the conditions for recognising a Palestinian state would be assessed ‘in the round’ in late-September, in deciding whether to go ahead with recognition, the release or otherwise of the hostages would play no part in those considerations.

“In other words, the ‘vision for peace’ which the UK is pursuing and which the families heard much about, may well involve our clients’ family members continuing to rot in Hamas dungeons.

“As Ayelet Svatitzky, whose two British citizen brothers Nadav (a hostage murdered in captivity) and Roi Popplewell (who was murdered on October 7) and whose mother Chana Peri was taken hostage, said at the meeting: “This is a prize for Hamas for the murder of my two brothers”.

But the campaign group, United Against Nuclear Iran, warned ministers that the growing threat posed by Hamas commanders across the West could be part of an orchestrated strategy emanating from Iran.

They told the inquiry: “The IRGC has significantly intensified its terrorism activities globally and within the UK.

“This surge manifests in three interconnected forms: direct terrorist operations, proxy warfare through affiliated groups, and radicalisation efforts aimed at cultivating homegrown Islamist extremists.

“The IRGC actively promotes radicalisation and Shia Islamist extremist ideology within the UK.

“Through a network of charities, cultural centres, mosques and student associations, the IRGC disseminates Shia Islamist extremist narratives that glorify violence, antisemitism and anti-Western sentiment.

“The IRGC’s radicalisation efforts mirror those of ISIS and al-Qaeda, disseminating Islamist extremist propaganda to recruit Western nationals for terror-related operations and promoting their ideology through mosques, charities, and schools.

“These efforts aim to cultivate a new generation of Islamist extremists loyal to the Iranian regime and its revolutionary ideals, contributing to homegrown radicalisation that poses a long-term threat to UK security and social cohesion.

“The IRGC’s terrorism surge in the UK is a multifaceted threat that blends direct attacks, proxy violence, and ideological radicalisation.”
