A former Alabama city councilman allegedly unleashed a stream of twisted threats at a Hooters restaurant — including graphic boasts about raping “little girls” and murder.

William Carroll Jr., 56, was charged with two counts of second-degree making a terrorist threat over the sick display at the Hooters in Mobile on Airport Boulevard on Oct. 14, according to Fox 10.

Carroll first targeted an employee at the eatery, telling her: “I rape little girls like you” and “I dig ditches and kill people before,” according to court documents obtained by the outlet.

The former pol then allegedly turned to another employee, saying: “I kill people for a living and rape little girls like her.”

Police arrived, issued Carroll a trespass warning, and ordered him to leave.

He was arrested on Wednesday, nearly two weeks later, and booked into Mobile County Metro Jail.

He posted bond and walked free.

In a transcript of the 911 call made at the Hooters location acquired by AL.com, the manager told police that “He’s not going to come in here and talk to any of us like that.”

Hooters said in a statement to Fox 10 that, “We are aware of an incident that occurred on October 14 at our Mobile location.”

“The person in question made inappropriate and disturbing comments to a staff member who reported the behavior to a manager,” the statement continued.

“As standard policy, the person was immediately asked to leave and the authorities were notified.”

Carroll previously represented District 2 in the northeast section of the city but was defeated by his challenger, Samantha Ingram, in August 2025.

The ex-councilman claims that Ingram did not meet the statutory residency requirement to qualify as a candidate in the election.

A suit filed by Carroll alleges that Ingram has not voted in Alabama since 2006 and that she was registered to vote in Georgia, according to NBC 15.

The suit cost him a pretty penny: $25,000 in legal fees, Fox 10 reported.

Municipal elections in Mobile are nonpartisan, and neither Carroll nor Ingram ran on a party ticket.

Carroll posted on Facebook about his faith in Catholicism, which he claims gave him “faith and discipline.”

“As a proud alumnus of both St. Mary Catholic School and McGill-Toolen, this recognition is deeply meaningful,” he wrote of an award he received.

“The lessons of faith, discipline, and service I learned there continue to guide me every day from my time as a student athlete to my work serving the people of District 2.”

Hooters and the Mobile City Council could not immediately respond to The Post’s request for comment.
